Secondary Air Intake Hose Open At the End?

I have a 2007 People S250 that I'm repairing. When I pulled off the bodywork, I noticed the Secondary Air Filter intake hose was just hooked around a frame member. The other end is properly connected to the Secondary Air Filter. Should this hose somehow be connected to the airbox? It's too short to reach the airbox, and I can't see anywhere to connect it. The Kymco service manual isn't helpful. Seems weird just to be open at the end. Thanks in advance.
